The youngest Cabinet member in the Arroyo Administration is a three-term representative from the fifth district of Cebu from 1998-2004.

Joseph Ace H. Durano, an American-educated legislator, is a Bachelor of Arts in Asian Studies graduate from the University of Redlands, California. He finished his Bachelor of Laws (Juris Doctor) in 1997 at the Ateneo de Manila, and became a member of the Integrated Bar of the Philippines in 1998.

While in law school, he worked as a research assistant of the Free Legal Assistance Group in Cebu City and at the Regional Trial Court Branch XXV in Danao City.

Born on April 3, 1970 to Elizabeth Hotchkiss-Durano and Ramon D. Durano III, Secretary Durano is an honorary member of class ’79 of the Philippine Military Academy. He is also a lieutenant colonel (reserve) of the Philippine Air Force.

He was committee chairman for public order and security and vice chairman of the committees on public works and highways and on dangerous drugs during the 12th Congress.

As the benefactor of the Camotes Island Tourism Development Plan, he introduced House Bill No. 5428, declaring all of the Camotes islands in the province of Cebu a tourism zone (muni-cipalities of San Francisco, Poro, Tudela and Pilar).

He was also a delegate to the Third International Forum on Parliament and Local Authorities: Tourism Policy Makers in Rio de Janeiro, Brazil in November 1999. In February 2000, he was a member of the Philippine Congress committee on tourism in Singapore and Australia.

Ace Durano was appointed tourism secretary by President Gloria Macapagal Arroyo on Aug. 23, 2004.

He is married to the former Carmen Luzuriaga and has two children, Joseph Ace and Angela Cara.
