Senator Loren Legarda: What is the role of architecture in an interconnected future?
For Senator Loren Legarda, the Venice Architecture Biennale serves as a crucial platform for putting forth the rich talent and distinctive perspectives that Filipino professionals bring to the field of architecture and design. She explains, “As the champion of this initiative, my vision was rooted in the belief that our country, after a long hiatus, needed to reclaim its space on the international stage to display the rich tapestry of Filipino architecture, innovation, and cultural identity.”

We ask Senate President Pro Tempore Loren Legarda — the main proponent and visionary of the Philippine participation in the Venice Biennale — what her views are regarding the roundtable discussion as the culminating event of the Philippine Pavilion.

The Philippine Star: With the way Venice utilizes its canals as the main transportation network, do you think there will ever come a time when Manila will do the same with its rivers, canals and estuaries (in effect easing traffic in the metropolis)?

Senator Loren Legarda: Transitioning the waterways in Metro Manila into a transportation network akin to Venice presents an intriguing possibility in our contemporary time. This will require meticulous planning and research. Policy frameworks must guide sustainable development, engaging communities to ensure inclusivity. Infrastructure upgrades are crucial for efficient integration. This transformative approach holds promise in mitigating traffic congestion, preserving cultural heritage linked to estuaries, and reconnecting with the city’s historical identity. However, success is dependent upon a balanced consideration of ecological impacts and addressing the specific needs of local communities, emphasizing a harmonious convergence of progress, environmental stewardship, and cultural sensitivity .

How important is it to reevaluate architecture and human habitation in order to adjust to a swiftly changing world — in terms of climate, population and societal conditions?

Adapting architectural frameworks to accommodate growing populations fosters efficient land use. Socially, it promotes inclusive urban planning, enhancing community well-being. Such adaptive strategies not only mitigate the impact of environmental crises but also align with evolving societal needs. In navigating a swiftly changing world, a proactive approach to architecture and living is instrumental for resilient, sustainable, and harmonious human habitation.

How essential is it for the Philippines to take part in an international platform such as the Venice Architecture Biennale? Why should Filipino architects, thinkers and creatives participate in a global architecture and design dialogue or discourse?

Firstly, it offers visibility on an international scale, allowing our talents to present their distinctive perspectives and design approaches to a diverse audience. This exposure not only fosters recognition but also contributes to the global discourse.

Moreover, the exchange of ideas on such a platform is invaluable. Filipinos can interact with their international counterparts, exchanging insights, methodologies, and innovative solutions. This cross-cultural dialogue encourages the integration of diverse influences into our architectural landscape, promoting a more inclusive and globally-informed approach to design.

Participation in the Venice Biennale also serves as a catalyst for fostering a sense of national pride and identity. It not only celebrates our cultural heritage but also highlights our country’s capacity for innovation and creativity. This can inspire a new generation of Filipino architects, artists, and designers, encouraging them to push boundaries and contribute to the ongoing evolution of global design thought.

In the context of a rapidly changing world marked by climate challenges and urbanization, participating in global dialogues allows Filipinos to address pressing issues collaboratively. Shared insights and best practices gained from such interactions can provide sustainable and resilient architectural solutions, aligning with international efforts towards a more sustainable and interconnected future.
