Marcos ibineto ang 2 probisyon sa 2024 National Budget
MANILA, Philippines — Ilang mga seksyon ng 2024 General Appropriations Act na nauukol sa Department of Justice (DOJ) revolving fund at sa pagpapatupad ng Career Executive Service Development Program ng National Government ang ibineto ni Pangulong Ferdinand R. Marcos Jr.
Sinabi ni Marcos na base sa kanyang constitutional mandate na tiyakin na nasusunod ang mga batas, obligado siya na i-veto ang Special Provision No. 1 ng Department of Justice (DOJ)-Office of the Secretary (OSEC) na may kaugnayan sa “Revolving Fund” dahil walang batas na nagpapahintulot sa DOJ na magkaroon ng isang revolving fund.
“In accordance with my constitutional mandate to ensure that laws are faithfully executed, I am obliged to veto Department of Justice (DOJ)-Office of the Secretary (OSEC), Special Provision No. 1, ‘DOJ Revolving Fund,’ Volume I-A, page 1119, inasmuch as there is no law which authorizes the DOJ to establish a revolving fund for the purpose indicated therein,” nakasaad sa sulat ng Pangulo kay House Speaker Martin Romualdez at iba pang miyembro ng Kamara.
Sinabi pa ng Pangulo na ang mga sinisingil ay malinaw na hindi mula sa mga business-type activities sa loob ng General Provision on Revolving Funds sa GAA, na nagpapahintulot na gamitin ang revolving fund mula sa mga resibo na nagmula sa mga business-type na activities ng mga ahensya.
Bineto rin ni Marcos ang Seksyon 38 sa ilalim ng General Provisions, sa “Implementation of National Government’s Career Executive Service Development Program (NGCESDP)” (Volume I-B, pahina 762).
Sa pag-veto sa naturang seksyon, sinabi ng Pangulo na ang Seksyon ay hindi nauugnay sa anumang partikular na appropriation sa budget.
