Pinuri ko ang hakbang ng Smart Communications, Incorporated dahil ako mismo umalma sa planong gawin ang mga cellphones bilang instrumento sa pagpapalawig ng sugal.

Tumawag sa telepono si Edward "Dodie" King, PR Director ng Pagcor. Sinabi niya "misleading and inaccurate" ang mga sinasabi nitong si Dr. Quevedo.

It stressed that its purpose in applying for access numbers from the National Telecommunications Commission (NTC) is to use these numbers in regulating and monitoring text-based games, which may be classified as games of chance.

Responding to the statements of Smart Communications through its legal counsel, Dr. Rogelio Quevedo, PAGCOR PR director Dodie King explained that PAGCOR’s objective is to "regulate and monitor existing and future game shows which utilize text-based technology facilitated through the telecom providers."

"Some game shows which use Short Messaging Service (SMS) technology, as well as text-based games and sales promotions offered by cellphone operators, are believed to have elements of wagering. Hence, they should be subjected to PAGCOR supervision," King said.

"We applied for the access numbers so that when the time comes that these text games, promotions and game shows are finally classified as such, we can centralize these through our numbers and monitor their operations," he explained.

In 2002, PAGCOR signed an agreement with the Department of Trade and Industry (DTI), the National Telecommunications Commission (NTC), the Movie & Television Review and Classification Board to jointly regulate sales promotions using SMS or text-based

Under the agreement, PAGCOR is tasked to "regulate and prohibit schemes found to be gambling." And since text-based games, game shows and other sales promotions with wagering schemes fall under the jurisdiction of PAGCOR, they shall also be subjected to any government tax required by law."
