Nat’l Land Use Act tinutulan

MANILA, Philippines - Nanawagan sa mga mambabatas ang isang grupo ng real estate brokers, subdivision at socialized housing developers na pigilan ang pagsa­sabatas ng panukalang National Land Use Act (NLUA) na naglalatag ng bagong polisiya sa paggamit ng lupa.

Sa isang pulong sa Hotel Intercontinental Manila sa Makati City nitong Martes, sinabi ng Advocates for Responsible and Equitable Land Use Planning—binubuo ng Chamber of Real Estate and Builders’ Associations, Inc. (CREBA), Subdivision and Housing Developers Association, Inc. (SHDA), Organization of Socialized Housing Developers of the Philippines, Inc. (OSHDP), at National Real Estate Association, Inc. (NREA) - na makasasama ang NLUA sa industriya ng lupa at pabahay gayundin sa pag-unlad ng ekonomya at pamumuhay.

“This bill has been drafted hurriedly without the benefit of public hearings and the required consulations with all concerned stakeholders and as such will bring all deve­lopment to a standstill,” ani Charlie Gorayeb national president ng CREBA. Inaprubahan sa Kongreso ang House Bill 6545 nitong Nobyembre habang ang kaparis nitong Senate Bill 3091 ay inaasahan ding maipapasa bago matapos ang taon, dagdag ni Gorayeb.

Nababahala ang grupo sa ilang probisyon ng panukala, partikular ang pagbabawal sa conversion ng lahat ng lupaing pangsakahan at ang pagbibigay ng ganap at eksklusibong kapangyarihan sa Department of Agrarian Reform (DAR) sa disposisyon ng paggamit ng lupain.

Sa kanyang bahagi, sinabi ni Oriental Mindoro Rep. Rodolfo Valencia, tagapangulo ng Housing and Urban Development Committee, na mawawalan ng kapangyarihan at partisipasyon ang local government units sa pa­ngangasiwa ng mga lupain na kanilang nasasakupan.

“All previous policies and laws will be rendered inutile by the NLUA and government departments and units whose functions and programs are related to land use will become impotent,” sabi ni Valencia.

Sinabi naman ni Ryan Tan, OSHDP president, na mahihinto rin ang lahat ng programa ng pamahalaan sa socialized housing program kapag naging batas ang NLUA.
