Jose S. Amadora
Fiscal Amadora who was nominated as fiscal of Cebu City on May 14, 1960 by the President from Bohol, Atty. Carlos Polistico Garcia (fiscals at that time were subject for confirmation with the Commission on Appointments). Jose or fondly called as Manong Peping was admitted to the Bar in 1940. Fiscals (today's equivalent to Public Prosecutors) decades ago were essentially part not just of the administration of justice but the peace and order of a city or province.
It was Fiscal Amadora who indicted Sergio "Serging" Chiong Veloso Osmeña Jr. for violation of the Anti Graft and Corrupt Practices Act in connection with the Cebu Reclamation Project. The information was filed on March 1, 1966 in the Court of First Instance of Cebu.
Fiscal Amadora was made a respondent in the legal suit filed by Serging Osmeña Jr. before the Supreme Court together with Judge Guillermo P. Villasor and Judge Francisco Cupin. The aggrieved party in the criminal complaint against Serging for Anti Graft and Corrupt Practices was Engr. Manuel O. Ponce, the owner of the island that was affected by the reclamation project and the grave of his wife excavated upon orders of Serging Osmeña.
Fiscal Amadora known for his courage and tenacity in upholding the law spared no one, he even approved the filing of a case against Judge Amador E. Gomez for falsification of public documents. The case was filed by Atty. Vicente S. del Rosario against Judge Gomez (the conflict between the legal giants of Cebu, Judge Gomez and Atty. Vicente del Rosario, a former Mayor of Cebu City was amicably settled).
Jose Amadora before his appointment as Fiscal of Cebu City served as Mayor of the Municipality of Dumanjug, Cebu. Atty. Amadora succeeded Jose S. Macoy Jr., the former was also succeeded by Silvano Jakosalem, Luciano Lucero. Jose C. Macoy Sr., Gultiano Gica.
Atty. Romeo A. Amadora, the son of Fiscal Amadora also became mayor of Dumanjug succeeding Mayor Gica. Romeo became a lawyer on March 9, 1964. Romeo was succeeded as mayor by Tomas P. Garcia who in turn was succeeded by another Amadora, by the name of Melecio L. Amadora Jr., who is a also a lawyer, admitted to the Bar on March 9, 1964. Atty. Melecio (a namesake, Mel Abnir Gallosa Amadora became a lawyer on May 4, 2000) was succeeded by Leon C. Avila, Teodulo Q. Opsima, Cesar Baricuatro and Nelson Gamaliel F. Garcia as chief executive of Dumanjug, Cebu.
The first to become as "Capitan" of Dumanjug was Juan Jakosalem and succeeded by the following (called as Gobernadorcillos): Januario Canete, Isidro Quirante, Bartolome Zulueta, Agustin Pasculado, Herminegildo Lanojan, Guilermo Nemil, Mariano Patlingrao, Domingo Albino, Amadeo Patlingrao, Pedro Zozobrado, Zenon Alpuerto, Juan Melgar, Lorenzo Corro, Alfonso Jakosalem, and Januario Vegas.
Jose S. Amadora married Loreta "Loring" Atienza. The couple had 15 children, Jose Sr., Romeo (who became a lawyer, mayor and customs official), Norma (married an Ylaya), Jose II, Jose III, Pantaleon (who became a Doctor of Medicine), Lucy, Alfredo (who died on April 13, 1972 inside the campus of Colegio de San Jose Recoletos now known as University of San Jose Recoletos), Rosalinda, Serrec, Perfecto, Vicente, Maria Tiscalina, Fiscalina who married a Nolasco, who is a Professor of Anthropology of the University of San Carlos and Elizabeth.
Fiscal Amadora vigorously defended the City of Cebu in the cases filed against or for the former. Fiscal Amadora co-presidential nominees on May 14, 1960 were: Presiding Justice Jose Ma. Paredes of the Court of Appeals as Justice of the Supreme Court, Justice Undersecretary Enrique Fernandez and Judge Gregorio Narvasa of the Manila Court of First Instance as Justices of the Court of Appeals and Octavio Ronquillo as Chief of Police of Bacolod City, Negros Occidental.
