MANILA, Philippines — In-impound ng Bureau of Customs (BOC) ang 21 containers ng smuggled frozen macke­rel mula China sa Manila International Container Port (MICP), kasunod ng pinaigting na crackdown sa pagpasok ng illegally imported agricultural products.

Oktubre 16, 2024 nang inirekomenda ng Customs Intelligence and Investigation Service (CIIS) sa MICP ang pag-i-isyu ng Pre-Lodgement Control Order para sa naturang shipment bunsod ng derogatory information Sa pagtaya ng CIIS, ang halaga ng bawat container ng frozen mackerel ay nasa P8.5 milyon, o kabuuang P178.5 milyon.

Sinabi ni BOC Commissioner Bien Rubio na ginawa ang request para sa issuance ng Pre-Lodgement Control Order dahil sa pangamba na ang shipment ay may lulang misclassified, misdeclared, at undeclared goods.

Sa liham na may petsang October 25, 2024, ni Deputy Commissioner for the Intelligence Group, Juvymax Uy, na naka-addressed kay MICP District Collector Rizalino Torralba, inulit niya ang rekomendasyon ng CIIS na maglabas ng WSD para sa shipments.

“This request was based on information indicating that the shipments were not covered by any SPS Import Clearance (SPSIC) from the Bureau of Fisheries and Aquatic Resources (BFAR),” ani Deputy Commissioner Uy sa liham.

Ayon kay CIIS Director Verne Enciso, ang 21 containers ng frozen mackerel ay dumating sa MICP noong huling bahagi ng September 2024 at hindi kinuha ng consignee.

Kinumpirma naman ni Divine Ramos ng Fisheries Certification Section ng BFAR, na ang importer na, “Pacific Sealand Foods Corporation,” ay walang aplikasyon para sa mackerel mula August 30 hanggang September 16, 2024.” Ang iba pang aplikasyon ay “rejected” rin kasunod ng memorandum mula sa Department of Agriculture (DA) na nagsususpinde sa ­issuance ng SPSICs para sa importasyon ng round scad, mackerel, at bonito.

Ang consignee ay maaaring maharap sa kasong paglabag sa Customs Modernization and Tariff Act (CMTA) at iba pang DA regulations.
