International Day of PWDs

DOKTORA NG MASA - Sen. Loi Ejercito Estrada - Pilipino Star Ngayon

NAPAGKUWENTUHAN namin ni Senate President Pro Tempore Jinggoy Ejercito Estrada ang International Day of Persons with Disabilities na inoobserba tuwing Disyembre 3 taun-taon sa pangunguna ng United Nations.

Layon ng aktibidad na itaas ang kamulatan ng lipunan hinggil sa kapakanan at mga karapatan ng PWDs at hikayatin ang mga pamahalaan at iba’t ibang sektor na isagawa ang mga kaukulang suporta para sa kanila.

Ayon sa UN, mahigit isang bilyong tao sa buong mundo ang may iba’t ibang uri ng kapansanan. Sila umano ang maituturing na “world’s largest minority” dahil maraming hadlang sa kanilang paglahok at pakikinabang sa mga aspeto ng lipunan tulad ng edukasyon, trabaho, health and medical care, sports and recreation, transportasyon, eleksyon at iba pa. Ayon pa sa UN “Persons with disabilities… often face barriers to participation in all aspects of society. Barriers can take a variety of forms, including those relating to the physical environment or to information and communications technology (ICT), or those resulting from legislation or policy, or from societal attitudes or discrimination.”

Base sa UN Convention on the Rights of Persons with Disabilities (CRPD), “disability… results from the interaction between persons with impairments and attitudinal and environmental barriers that hinder their full and effective participation in society on an equal basis with others.” Kaugnay nito ay itinakda ng UN ang ispesyal na tema ng okasyon ngayong taon na “Removing barriers to create an inclusive and accessible society for all.”

Akmang-akma ang adbokasiyang ito ng UN sa mga hakbangin ni Jinggoy para sa mga PWD partikular sa kaniyang mga panukalang batas tulad ng: (1) Senate Bill 617 (na naging consolidated SB 3287) o Electoral Processes Accessibility Act; (2) SB 619: Public Education for Handicapped Children; (3) SB 660: Gifted and Handicapped Children and Youth Act; at 4) SB 860: ibayong pagpapalakas ng Magna Carta for Disabled Persons.
