ISA SA MGA REQUIREMENT NG ISANG KASO KAPAG INILALAPIT SA AMIN DITO SA "CALVENTO FILES" AY DAPAT DOCUMENTED ITO.
MAY POLICE REPORTS, SINUMPAANG SALAYSAY, INVESTIGATION REPORTS AT IBA PA NA MAARING PAGBASEHAN NG AKING TANGGAPAN PARA ISULAT ITO.
"WE DO NOT RELY ON HEARSAY" NA SA BANDANG HULI, MAARING SABIHIN NILA O MAG-ISSUE NG DISCLAIMER NA HINDI GANUN ANG KANILANG MGA SINABI.
Sa kaso na inilapit sa akin ng mga farmers mula sa Maguirig, Solana, Cagayan, binigyan ako ng isang Sinumpaang Salaysay ng mag-amang Rogelio at Jose Malana tungkol sa mga insidente sa likod ng sigalot sa pagitan ng mga farmers sa Maguirig at itong si Atty. Victor Padilla.
Malinaw na nakasaad sa kanilang salaysay ang mga pangyayari na nagresulta ng kontrobersya na ngayon ay nabalita na sa buong bansa.
"Nung 1979 bumalik kami dahil wala na ang DENR at nagtanim ulit.
Nung 1994 dahil sa aming pakiusap nagkaroon ng kasunduan ayon sa Community Based Reforestation Management (CBFM). Kami ay binigyan ng pahintulot kung saan kaming mga taga Maguirig ay nagkaroon ng karapatan na magtanim ng mga "fast crops" na mga mais, saging, pinya, balatong at mga gulay"
"Nung 1998, bigla diumanong pumasok ang abogadong si Victor Padilla kasama ang kanilang mga tauhan at binakuran ang buong paligid ng Maguirig, pati na rin ang lupang sinasakop ng DENR. Sinabi sa mga taga Maguirig na kanya raw ang lupain na yun.
"Nagulat na lang kami ng sabihin nitong si Atty. Padilla na kanila raw ang lupain na yun at pinalagyan ng barbed-wire ang buong paligid. Pilit kaming pinapipirma sa isang kasunduan kung saan kukuha siya ng porsiento sa lahat ng aming mga ani. Magtatayo daw ito ng kooperatiba," ayon lahat ito kay kay Jose o Jessie Malana.
Ayon na rin sa mga farmers na taga Maguirig, wala raw maipakitang ebidensya si Atty. Padilla na sa kanya talaga ang kanilang lupang sinasaka.
Nanawagan ako na lumabas ang pamilya na dating may-ari ng lupa na nakasulat, ang mga LASAM ng Cagayan upang magbigay linaw sa isyung ito.
Ilang araw pa lamang ang nakakaraan, nakatanggap ako ng tawag na ang matandang Saturnino Lasam ay nasa Manila upang magbigay ng kanyang affidavit tungkol sa lupaing pinagtatalunan

AFFIDAVIT
I, Saturnino A. Lasam, of legal age, married, Filipino, and with postal address at Brgy. Natapian, Solana, tuguegarao, after being sworn in accordance with the law, di hereby depose and state that:
1. I am the father of Honesto B. Lasam, and I caused his name, together with that of my trusted aide Jose Queman, to be registered in a Cadastral Proceeding as owners of a large tract of land covered by Original Certificate of Title No. 0-0320 issued in 1967, and its subsequent derivative Titles Nos. 73266, 51084, 35279, 36080, and 35281, which titles are now held in trust for me my son, Honesto B. Lasam;
2. At the time when I was working out through the Cadastral Proceedings for the titling of said land, my son Honesto was still young then studying in Manila, and I placed his name and that of Jose Queman in the title since I was already the registered owner of several parcels of land in Cagayan, and because the Cadastral Judge who heard the registration case is my half-brother, Cirilio P. Lasam;
3. Being the true and beneficial owner of the land, and not wanting the land to be idle, I granted permission and allowed some farmers in Maguirig to cultivate and till patches of land therein, until the Department of Environment and Natural Resources (DENR) entered land as it was declared a forest reserve called "Enrile-Solana-Amulong Forest Reserve";
4. Sometime 1988, I was approached by Atty. Victor I. Padilla who told me that he wanted to buy some Three Hundred Sixty Four (364) hectares of my land, then being already held by DENR;
5. I fixed the price at Php 10,000.00 per hectare, and Atty. Padilla promised to raise the amount to buy my property. Atty. Victor I. Padilla told me later that he would use the names of Ruby Rose Manalo, Pacita Padilla, Evalyn Canapi and Lorna Danao, as his vendees/buyers on record. Later I verified from these people that they have no knowledge of being used and named as buyers of the property for Padilla;
6. To this date, out of our agreed price of Php 3M plus for some 300 plus hectares, Atty Victor I. Padilla has only given me Php 640,000.00 with a balance of Php 3,000,000.00. It is for this reason that I have not, to this date executed any deed of sale nor have instructed my son Honesto Lasam to execute any deed in favor of Padilla. To this date, no such deed is annotated in our said TCTs, which are still existent and intact neither was the same cancelled by any deed, per records of the Registry of Deeds of Cagayan.
7. Notwithstanding the fact that no actual sale was executed by me nor my son that I know of in favor of Atty Victor I. Padilla, nonetheless Atty Padilla entered and took possession of the land since 1998, dispossessing me and driving out the farmers who have been allowed by me and the DENR to cultivate and till therein.
8. I am executing this affidavit to attest to the truth of the foregoing.

Ang importante dito, Atty. Victor I. Padilla ay sagutin mo ang sinabi nitong matandang Lasam na ito upang marinig ang iyong panig, "Manong Bing" gaya ng tawag sa iyo ng mga malapit mong kaibigan, at hindi yung ngawa ka ng ngawa sa radyo na lahat kami ay kasali sa "demolition job" laban sayo.

Ilang araw pa lamang ang nakakaraan, nakatanggap ako ng tawag na ang matandang Saturnino Lasam ay nasa Manila upang magbigay ng kanyang affidavit tungkol sa lupaing pinagtatalunan
