President Quirino Street, Cebu City
It is the street starting at the midsection of President Magsaysay St. running southeast parallel to President Roxas St., and turning northeast and makes a U-turn toward President Magsaysay St. in the northwest. This is within the then Gochan Subdivision of the Mabolo District now Barangay Kasambagan, Cebu City.
City Ordinance No. 594 enacted by the Cebu City Council on July 10, 1967 named 15 streets in Gochan Subdivision now known as Barangay Kamagayan, Cebu City. Majority of the street names in the ordinance were named after Philippine Presidents that is why it is called the "Presidents Streets."
President Elpidio Quirino was born on November 16, 1890 in Ilocos Sur. His parents were Don Mariano Quirino and Doña Gregoria Mendez Rivera. Elpidio was admitted to the Bar the same year he finished his Law Degree on September 15, 1915. Quirino was elected Representative of Ilocos Sur from 1919 to 1923. Quirino was elected Senator of the Republic under the Nacionalista Party in 1925. He was elected Delegate of the 1934 Constitutional Convention.
Shortly after the war, Quirino together with Senator Manuel Roxas sponsored a resolution in the Senate calling for a general election. Quirino became the Vice Presidential Candidate of Roxas in the election held on April 23, 1946. Roxas won as President with Quirino as his Vice President. The duo became the First President and Vice President of the Liberal Party, after they bolted from the Nacionalista Party ruled by Don Sergio Osmena Sr. who was its Presidential Candidate in 1946.
Quirino then as Vice President was on board the Coast Guard Cutter "Anemone" off the coast of Cebu when he learned of the death due to cardiac arrest of President Roxas. They call each other as "Partners." On April 17, 1948 Quirino was sworn in as President of the Philippines succeeding Roxas.
A year after the death of Roxas and assumption of Quirino as President, the latter ran for election. The election was held on November 8, 1949. This time the Vice President of Quirino was Fernando Lopez, their opponent was Jose P. Laurel and the Cebuano Senator and member of the Fabled Seven Wise Men of the 1934 Constitutional Convention, Manuel C. Briones, for President and Vice President respectively.
A third force called the Avelino Wing of the Liberal Party had Senator Jose Avelino of Samar and Vicente Francisco as President and Vice President respectively. Quirino and Lopez won in that election.
The Cebuano Senator, Manuel C. Briones who lost in the 1949 election ran for election for the senate in 1951 and after having won was chosen as Senate President Pro Tempore from 1951 to 1957.
The other Visayans who won as senators in that election in 1949 were: Tomas Cabili of Lanao (worked as Staff of The Freeman and studied at the Visayan Institute, now University of the Visayas), Jose Ma. Veloso of Leyte, Olegario Clarin of Bohol and Filemon Sotto of Cebu.
Prior to the elections in 1949, there was an attempt to impeached Quirino. The Committee of the House of Representatives led by Rep. Agripino Escareal on April 19, 1949 exonerated Quirino of the charges of nepotism and gross expenditures.
On November 10, 1953 Quirino run for reelection, his Vice President, Fernando Lopez did not run, who was replaced by Jose Yulo. In that election Quirino's Liberal Party lost, with Ramon Magsaysay his Secretary of the Department of Defense emerging as winner with Boholano Senator, Carlos Polistico Garcia as his Vice President.
