North Recla better than its South counterpart?

NORTH RECLA. A British engineer, whose companion calls him “global urban planner” said in a talk with an Ear informer that the old North Reclamation Area could have been a much better development area in Cebu City than the SRP had it been given the same attention as the SRP in its early stage. “The North Reclamation Project,” he said, “was neglected from the start until the martial law government seized it.”

DEVELOPMENT FACTORS. The same observer told The Ear informer that the North Recla has all the development advantages like... it’s near the port area and the international airport which were all already existing.
