ESTEROS. Everytime it rains hard and the streets in the downtown areas are flooded, the people, including the media, immediately blame the “clogged esteros.” Is the blame well placed? “No,” is the answer of a retired city official. “Nganong estero man dayon ang pasanginlan?” he asked. “Nakakita ba mo’g estero nga miawas?”
