There are campaign posters and streamers that are libelous. They hit below the belt. These are the posters and streamers that should be removed immediately and let the culprits pay for the damage done.
As for the posters with blownup smiling faces of candidates (you never see a frowning face in a campaign poster) leave them alone -- they spread sunshine, although according to Shakesspeare "One may smile, and smile, and yet be a villain."
