Police witnessed modus operandi but didn't do anything

NOT AGAIN? The Ear again heard of the same modus operandi reported to The Ear yesterday about people who board jeepneys asking money from passengers to supposedly "help" the disabled buy wheelchairs. ANTI-MENDICANCY LAW. The Ear informer said that a uniformed policeman was onboard the jeep and witnessed the deed but didn't do anything. "Di ba naa man tay anti-mendicancy law?
