ERC lifts capacity caps for new generating units

From AB Capital's The Opening Bell: Three Moves
Event
The ERC removed per-unit capacity caps of 600MW in Luzon and 150MW in the Visayas and Mindanao, allowing developers to propose larger generating units. The caps were originally set to contain grid reliability risk from the loss of the largest unit online.
View
Structurally positive for large baseload economics, as bigger units spread fixed costs over more capacity and open the door to more efficient technologies. The trade-off is a larger single-contingency risk, which requires more reserves. In our view, net benefit hinges on whether generation cost savings outweigh higher reserve costs, and whether transmission can absorb the added capacity.
Catalyst
New project proposals and investment commitments under the revised rules, particularly in supply-constrained regions, NGCP's review of reserve requirements, which will shape project economics, and transmission upgrades, which remain the gating factor for bringing new capacity online.
Action
Long-term positive for generation investment, but no near-term earnings uplift given long development timelines and grid constraints. Favor gencos with the balance sheet capacity and grid-ready pipelines to execute large-scale projects.
