Operational risk reform raises the value of CET1 headroom

From AB Capital's The Opening Bell: Three Moves
Event
The BSP will shift banks to Basel III's New Standardized Approach for operational risk, incorporating financial scale and historical losses into capital charges. Full quarterly implementation starts end-December 2027, following parallel reporting, making operational loss history a more explicit driver of regulatory capital requirements.
View
We think the change matters more for CET1 ratios than CET1 capital itself. Higher operational risk charges increase risk weighted assets, mechanically diluting capital ratios. Based on our sensitivity analysis, if total RWA rises 3-5%, a bank starting at 13% CET1 would lose roughly 40-60bp, all else equal.
Catalyst
The eventual impact will vary materially by bank. Institutions with larger fee, trading and digital businesses or heavier historical fraud, cyber and processing losses could face higher multipliers, while banks qualifying for an internal loss multiplier (ILM) near one should see less pressure. Parallel CAR reports will be the key disclosure.
Action
In our view, the rule increases the value of CET1 headroom and clean operational loss histories. We would favor banks with surplus capital and strong internal controls (BDO is our top pick), while remaining selective on lenders operating closer to capital buffers.
