Government offers over 10,400 MW for 4th green energy auction

MANILA, Philippines — The government is reinforcing the country’s power supply with the launch of the fourth green energy auction (GEA-4), offering 10,478 megawatts (MW) of renewables and storage capacities.
Under the terms of reference (TOR) issued yesterday, the Department of Energy (DOE) is set to offer 9,378 MW of capacity from ground-mounted solar, roof-mounted solar, floating solar and onshore wind projects.
GEA-4 also marks the first auction round to integrate energy storage systems, with the DOE offering an additional 1,100 MW of solar capacity paired with ESS.
“The release of the TOR for GEA-4 underscores the Philippines’ commitment to transitioning to clean energy while ensuring energy security,” Energy Undersecretary Rowena Cristina Guevara said.
The GEA-4 projects are expected to be completed between 2026 and 2029, although the target auction date has yet to be disclosed.
The installation target consists of 3,940 MW of ground-mounted solar, 48 MW of roof-mounted solar, 3,000 MW of floating solar and 2,390 MW of onshore wind.
“By ensuring a transparent and competitive selection process for renewable energy projects, we are accelerating the shift toward a more sustainable, secure, and resilient energy system,” Guevara said.
The DOE has also introduced updated GEA guidelines, clarifying the qualifications of eligible suppliers and ensuring fair pricing mechanisms for projects under the program.
Under the new guidelines, qualified suppliers are now required to either hold a renewable energy service contract or possess a certificate of authority issued under the revised omnibus RE guidelines.
The supply contract for winning RE projects will be 20 years starting from the commercial operation date of the generation facility.
“The registration of qualified suppliers for GEA-4 will commence one working day after the Energy Regulatory Commission publishes the green energy auction reserve (GEAR) price,” the DOE said.
