Raffy's starry birthday bash

MANILA, Philippines - Crime-fighter Raffy Tulfo turned a year wiser and younger last March 12 but he decided to celebrate on March 9 at EDSA Shangri-La because it was a Friday — “It’s a weekend and everybody was free to party.”

By “everybody,” Raffy was referring to his family, choice colleagues and friends.
