Manila, Philippines - Is the Philippine Charity Sweepstakes Office (PCSO) for the poor or for the powerful?

This is the question asked by Filipinos after seven Catholic bishops were found to have received sports utility vehicles (SUVs) from the PCSO during the Arroyo administration.
