Ombudsman: ‘Cabral files’ ni Leviste hindi kumpleto

MANILA, Philippines — Hindi buong files ang naisumite sa Office of the Ombudsman ni 1st District Batangas Representative Leandro Leviste mula kay dating DPWH Undersecretary Maria Catalina Cabral noong ito ay nabubuhay pa.

Ito ayon kay Assistant Ombudsman Mico Clavano ay taliwas sa pahayag ni Leviste na naisumite na ng mambabatas ang full set of documents ni Cabral sa Ombudsman.

“During this engagement, Congressman Leviste presented only limited portions of the list responsive, in fairness, to specific inquiries. But he did not present the entire set of files he claimed to possess, even when asked to do so,” sabi ni Clavano.

Sinabi ni Clavano na ang Ombudsman ay magsasagawa ng forensic examination sa Computer CPU ni Cabral na ngayon ay nasa kanilang custody.

“This will be done transparently and in coordination with the Commission on Audit, with the DPWH, the Office of the Ombudsman, of course, and the PNP Anti-Cybercrime Group, and this is to ensure the integrity of the whole process,” dagdag ni Clavano.

Niliwanag naman ni Clavano na ang Cabral files ay isa lamang sangkap sa malawakang imbestigasyon sa umano’y mga anomalya sa paglustay ng pondo ng pamahalaan sa imprastraktura.

Ang umano’y budget insertions na makikita sa dokumento ay susuriing mabuti upang madetermina kung naisagawa ang mga proyekto at nagkaroon ng overpriced o “ghost” projects.

“A budget insertion by itself is not automatically illegal but it becomes “criminal” if it involves fraud, misuse of public funds, or non-existent projects,” paliwanag pa ni Clavano.

Binigyang diin ni Clavano na may ilang indibidwal na ang nagsasabi na mayroon silang files ni Cabral pero kailangan pa nilang malaman ang orihinal na pinagmulan ng record at matiyak ang mga secondary copies.
