Sablay na paggamit ng confi funds pasok sa plunder, graft

MANILA, Philippines — Posibleng maharap sa kasong plunder, malversation, falsification, perjury at bribery si Vice President Sara Duterte at mga opisyal nito kaugnay ng maling paggamit sa P612.5 milyong confidential funds.

Sinabi ni Antipolo City Rep. Romeo Acop, pasok sa kasong plunder ang bigat ng sablay na paggamit sa confidential funds ng tanggapan ni VP Sara at maging sa DepEd na dati nitong pinamumunuan.

“Let me remind the public of what is at stake here: it would constitute graft and corruption if public funds are misused or misappropriated or worse, if funds are diverted to personal use or benefit. And given the amount we are talking about here, this is clearly plunder,” ani Acop.

Sinabi naman ni Assistant Majority Leader at Ako Bicol Partylist Rep. Jil Bongalon ang bigat ng mga krimen na kinasangkutan ng OVP at DepEd kabilang na aniya dito ang technical malversation sa ilalim ng Revised Penal Code.

“Simply stated, it means that an accountable officer applies public funds to another purpose. Kahit public purpose pa ‘yan, which is different from which they were originally appropriated for by law or ordinance. Sa madaling salita, ginamit sa iba ang pera ng taumbayan,” paliwanag ni Bongalon.

Sinabi ni Acop na ang mga pondo na in-encash ng mga Special Disbursing Officers (SDO) ay ibinigay sa mga “security officer.” 

Sa OVP si SDO Gina Acosta ang nag-encash ng P125 milyon confidential funds kada quarter mula Disyembre 2022 hanggang sa unang tatlong quarter ng 2023. Sa DepEd si SDO Edward Fajarda ang nag-encash ng P37.5 milyong confidential funds kada quarter sa unang tatlong quarter ng 2023.
