MANILA, Philippines — Mariing kinukundena ng Commission on Human Rights (CHR) ang serye ng hiwa-hiwalay na karahasan laban sa baranggay eletoral aspirants sa buong bansa — ang ilan sa kanila, patay na kahit kasisimula lang ng campaign period.

"The latest reported case happened on 5 September 2023 in Barangay Poblacion Zone 10 in Taal, Batangas. Barangay captain re-electionist Erasmo Hernandez was gunned down by unidentified men riding a motorcycle," ayon sa pahayag ng komisyon, Martes.

"A Special Investigation Task Group in Batangas was immediately formed to investigate and determine whether the incident was election-related."

Bukod pa rito, naitala rin ang pagkamatay ng mga sumusunod sa Libon, Albay:

  • San Jose Brgy. chairperson Alex Repato
  • Nogpo Brgy. Kagawad Reliosa Mata at kanyang mister na si Alfredo Mata
  • San Pacual Brgy. Captain Oscar Maronilla
  • Bariw Brgy. Kagawad Salvador Olivares

Ika-30 naman ng Agosto nang mapatay si Haron Dimalanis mula Midsayap, Cotabato matapos maghain ng kanyang certificate of candidacy sa pagkakapitan ng Malingao sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Ika-3 naman ng Setyembre nang barilin ang incumbent chairman na si Jul-Asmad Anjawang y Mawajil mula sa Brgy. Pamanasaan sa Zamboanga. Nadamay sa insidente ang kanyang kapatid na si Jamar Anjawang y Mawajil na nakasakay sa parehong sasakyan. Dalawa sa mga suspek ang naaresto na habang nakatakas ang isa pa.

"Continued occurrences of violence against electoral candidates undermines the electoral process and negatively impacts our democracy," patuloy ng CHR.

"The culture of fear it creates can impair the people's right to make free and empowered decisions. It also deprives them of options for representation that could improve their life and their community."

Imbestigasyon

Tiniyak naman ng CHR na nagsasagawa na sila ng independent motu proprio investigations sa mga naturang isidente upang matiyak ang  katarungan para sa mga biktima at kanilang mga pamilya.

Ikinagalak naman ng komisyon ang pakikipag-ugnayan ngayon ng Philippine National Police sa Commission on Elections atbp. ahensya upang masawata ang mga kaso ng election-related violence.

"A peaceful electoral process is a cornerstone of every thriving democracy," paliwanag pa ng CHR.

"It is incumbent upon all concerned government agencies, with the cooperation of all stakeholders, to create an environment in which voters, including electoral candidates, can freely and safely exercise their right to suffrage and right to participate."

Ika-28 ng Agosto nang magsimula ang paghahain ng COC, bagay na nagtapos lang noong ika-2 ng Setyembre.

Sa kabila ng mga napatay, idineklara ito bilang "generally peaceful" sa ilang probinsya. — James Relativo
