MANILA, Philippines — Nananawagan ngayon ang ilang mambabatas na bilisan ang pagsasabatas ng Permanent Evacuation Centers Bill (House Bill No. 8990) — na pasado na sa third reading ng Kamara — ngayong nagtataasan ang bilang ng namatay at bakwit dulot ng nagdaang bagyong "Agaton."

Umabot na sa 269,242 ang mga lumikas na nasa loob at labas ng evacuation centers ayon sa National Disaster Risk Reduction and Management Council, Lunes, na bahagi lang ng 2.01 milyong naapektuhan ng sama ng panahon. Bukod pa 'yan sa 172 naiulat na nasawi.

"A secure and safer evacuation place has long been the desire of our people living in disaster-prone areas and it behooves on congress to finally heed this oft-repeated lamentation," ani Bayan Muna Rep. Carlos Zarate, kanina.

"This is a departure from the common practice of using schools and multi-purpose halls as evacuation centers but are still in danger prone areas."

Kinakailangan ding nasa pagitan ng mga baranggay ang mga naturang pansamantalang tuluyan upang makasilong sila agad sa pinakamabilis na panahon.

"It should have a stockpile of food and water as well as isolation centers and clinics. It can also house generators and secured cell sites so that there would be communications even if other towers are down," dagdag pa ng Davao-based solon.

"The fact that the Philippines is a country often visited by typhoons yearly, the government has to undertake measures while waiting for the completion of a comprehensive disaster preparedness program and its eventual implementation."

Bagama't lusot na sa Kamara ang HB 8990, pending pa rin sa Senado ang counterpart bill nitong inihain ni Sen. Sherwin Gatchalian noong Hulyo 2019.

Matatandaang si 2022 senatorial candidate Neri Colmenares, na bahagi ng parehong party-list sa itaas, ang naghain ng naipasang Free Mobile Disaster Alerts law na nagpapadala ng text updates sa publiko tuwing panahon ng sakuna.

Papalo na sa P50.4 milyong halaga ng tulong ang natatanggap ngayon ng mga "Agaton" survivors sa Bicol, Western Visayas, Eastern Visayas, Northern Mindanao, Davap Region, CARAGA at Bangsamoro Autonomous Region in Muslim Mindanao sa porma ng pagkain, tubig, tents, hyfiene kits, atbp. — James Relativo
