4 Napocor officials kinasuhan
Sinampahan ng kasong kriminal at administratibo sa tanggapan ng Ombudsman ang apat na opisyal ng National Power Corporation (Napocor) kabilang ang presidente nito na si Cyril del Callar kaugnay sa uma no’y overpricing sa pagbili ng coal supply para sa power plants.
Sa 33-pahinang complaint-affidavit na inihain ng Samahan ng Nagtataguyod ng Agham at Teknolohiya para sa Sambayanan (AGHAM), People Opposed to Warrantless Electricity Rates (POWER) at Bagong Alyansang Makabayan (Bayan), si del Callar at 3 iba pa ay ipinagharap ng paglabag sa Republic Act 3019 o katiwalian, Republic Act 6713 o Code of Ethical Standards for Public Offiicials and Employees at Republic Act 9184 (Government Procurement Reform Act).
Kasama rin sa kaso sina Eduardo Eroy Jr., vice president for Logistics; Juan Carlos Guadarrama, Chairman of the Bids and Awards Committee at Urbano Mendiola, head ng Mancom Secretariat.
Nag-ugat ito sa umano’y “emergency purchases” ng Napocor sa mga buwan ng Abril, Mayo at Hulyo 2007, dahil sa umano’y kakulangan ng supply ng uling para sa power plants. Inakusahan ang mga Napocor officals na pumasok sa kontrata kahit dehado umano ang consuming public na siyang papasan ng doble ang presyo sa umiiral na market prices ng uling.
“Based on the data that we gathered, the combined overprice for all three transactions may reach up to P665-million. This amount will eventually shouldered by consumers through increases in the generation rates,” ayon kay POWER convenor Ramon Ramirez. (Ludy Bermudo)
