The recent findings by the Office of the Ombudsman against Cebu City Mayor Michael Rama raised critical questions about the integrity and accountability of our public officials. The Ombudsman has found probable cause to indict Mayor Rama on three counts of nepotism, a violation of the Anti-Graft and Corrupt Practices Act (Republic Act No. 3019) 12.

At the heart of this controversy are the appointments of Rama’s brothers-in-law, Elmer and Gomer Mandanat, to positions within the city government. These appointments, deemed nepotistic, highlight a troubling disregard for the principles of fairness and meritocracy that should govern public service.
