Christmas convoy should proceed

Armed Forces of the Philippines chief General Romeo Brawner Jr. confirmed that he spoke with the Chinese ambassador to the Philippines, Ambassador Huang Xilian, about the ongoing resupply missions in the West Philippine Sea (WPS). He told Huang the territory was not theirs but part of our exclusive economic zone. They were told not to block resupply missions, especially civilian ships like the Christmas Convoy since they are just civilians bringing a little joy to the people of Ayungin Shoal.

Huang insisted we are the ones who are provoking them to which Gen. Brawner objected. He countered by saying the Chinese were the ones provoking by using water cannons. He claims they had an intellectual discussion, but no consensus was reached as both asserted respective positions on the WPS issue. I think nothing will change the actions of the Chinese Coast Guard (CCG) and their bullying and provocations will continue whether vessels are civilian or Coast Guard.

Gen. Brawner also spoke with the United States Joint Chiefs of Staff chairman General Charles Brown Jr. about regional security. The CCG's actions in the WPS were discussed. Gen. Brawner did not disclose the results of their conversation. Let’s hope the Americans understand what our vessels are going through. Former senior associate justice Antonio Carpio suggested talking to the US to join them in the resupply missions. Brawner did not say what the US response was to that suggestion.

Carpio also wants the Philippines to build a lighthouse or marine research center in Ayungin Shoal because the resupply missions are military. If there is a civilian building such as a lighthouse or research center, the resupply missions will be civilian. But the CCG will make sure that does not happen. If China is itching to remove the BRP Sierra Madre, Beijing will not allow another structure to rise in Ayungin Shoal, civilian or otherwise. Carpio’s suggestions are valid but might be unrealistic unless we take that chance.

Gen. Brawner did well by discussing with his American counterparts. The events of the WPS must be clearly explained to them. These incidents will not stop, no matter how many complaints to Beijing or summons to their ambassador. They will insist on claiming the entire ocean. That's why we should not waiver in our claim of what is ours. The Christmas Convoy should proceed, hopefully, accompanied by the Coast Guard, Philippine Navy, or American vessels.
