FREEDOM FOR SALE? Inside a barbershop, the controversy surrounding the Good Conduct Time Allowance (GCTA) Law was a hot topic.

A man said he wondered how much money was paid for the release of rich heinous crime convicts who applied and were approved as GCTA Law beneficiaries.

A barber told him that considering the massive corruption at the Bureau of Corrections, the bribe for freedom of well-to-do convicts would probably reach millions of pesos.
