The Cebu labor disputes machinery in 1986

During the administration of the revolutionary government of President Corazon C. Aquino in 1986, she was the country's chief legislature and chief executive, as the Regular Batasang Pambansa was abolished. There was no congress as it was only restored in 1987. This was after the Constitution was adopted on February 2, 1987, replacing the 1986 Freedom Constitution.

 In Cebu political front, President Aquino issued Administrative Order No. 5 issued on September 9, 1986 entitled "Creating An Ad Hoc Committee to Strengthen the Capability of the Government's Machinery for Settlement of Labor Disputes in the Cities and Province of Cebu."

The Presidential Administrative Order explained its issuance:

That the recent changes in the political and economic atmosphere have spawned numerous labor-management disputes in the country, particularly in the province and cities of Cebu;

That the labor disputes arising in Cebu are partly caused by its geographical distance from the seat of the Central Government;

That in the settlement of the labor controversies in Cebu, there is a need to bridge this geographical gap to enable the Central Government to act more efficiently and expeditiously;

That in the settlement of these labor problems, there is a need to involve the political leaders in Cebu to assist the National Government in establishing industrial peace as a condition for favorable investment climate;

That the incidence of labor disputes in Cebu could be avoided by timely conciliation initiated by its political leaders;

The Ad Hoc Committee the function of which is to assist in the speedy negotiation, conciliation, arbitration and settlement of labor disputes in Cebu Province and the Cities of Cebu. It was composed of the following:

Minister Antonio V. Cuenco as Chairman; Cuenco was Political Affairs Minister and was later elected as Congressman of the South District, Cebu City in 1987, he was also elected and chosen as Speaker Pro Tempore and as Assemblyman of the Regular Batasang Pambansa in 1984 up to 1986 and in 1965 up to 1969 as Congressman of the old 5thDistrict of Cebu. 

Antonio Veloso Cuenco nicknamed Tony finished his Bachelor of Laws at Ateneo de Manila and was admitted to the Bar on January 27, 1961. Tony succeeded his grand uncle, Miguel younger brother of his grandfather Mariano Jesus Cuenco (who was also a lawyer, admitted to the Bar on July 14, 1913) as Congressman of the old 5th District of Cebu. His grand uncle Miguel was also a lawyer, admitted to the Bar on November 16, 1926.

Deputy Minister Nenita Cortez Daluz as Member; She was Political Affairs Deputy Minister, she was an important figure in what was called the Cebu Street Parliament and was co host of Atty. Antonio Cuenco at DYRE, she was imprisoned many times, her son, Jose C. Daluz III nicknamed Joey became a lawyer and served as Councilor of Cebu City).

The Regional Regional Director of Ministry of Labor and Employment Regional Office 7 as Member;

The administrative order mandated that in cases where an impending labor dispute comes to the attention of the committee, it shall immediately convene representatives of the interested parties to a conciliation meeting and try to avert interruption of work. Should this not be possible after sincere efforts have been exerted, then the committee shall recommend to the Minister of Labor such action it may deem appropriate in the premises.
