BEGGARS. Pope Francis’s “mercy and compassion” advocacy runs counter to the Phl government’s policy against beggars. There is a law penalizing beggars and those whose give alms to beggars. Obviously, the Papal advocacy urges the people to give aid and comfort to those in need including the beggars.
COMMENT. Commenting on this apparent conflicting advocacies, a lay minister said: “Demokrasya man ta. Kinsa toy gusto mag pasugba sa kayo libre haing adbokasiya ang iyang tumanon.”
