Consul Lyle Franklin Lane
Lyle Franklin Lane was born on September 19, 1926 in Tacoma, Washington, United States of America. He is a graduate of the University of Washington Class 1950 and took further studies at the George Washington University in 1969. He then married Jaclyn Fuller.
Lane joined the United States Foreign Service in 1952. He was appointed Consul or Principal Officer in Cebu, from 1962 to 1966. Prior to his assignment in Cebu he was assigned in Guayaquil, Madrid and at the U.S. State Department.
The Cebu City Council on June 25, 1966 passed resolution no. 768 declaring Consul Lyle F. Lane as adopted son of Cebu City.
After his diplomatic assignment in Cebu, Philippines he served as First Chief of Mission of the United States Interests Section in Havana, Cuba in 1977. He also served as U.S. Ambassador to Uruguay from 1979 to 1980. He was appointed by President Jimmy Carter as ambassador to Paraguay. His ambassadorial stint was from September 9, 1980 to May 21, 1982.
While in Cebu, Consul Lane made a report to the U.S. State Department on the pre-election survey of Mindanao. The report was made on October 19, 1965. The elections were held on November 19, 1965. It was the reelection of President Diosdado Macapagal challenged by then Senate President Ferdinand E. Marcos. Marcos won the election with him running under the Nacionalista Party. Macapagal of the Liberal lost getting a 42% share of the votes. Other candidates of that election for President were Raul Manglapus of the Progressive Party, Gaudencio Bueno of the New Leaf, Aniceto Hidalgo of NLP, and Segundo Baldovi of the Partido ng Bansa.
The vice president of Marcos, Fernando Lopez, also won, defeating Gerardo Roxas of the Liberal Party (father of Manuel "Mar" Roxas, now DILG Secretary) by only 26,724 votes. The other vice presidential candidate was Manuel Manahan of the Progressive Party.
Consul Lane's other career record is being an International Affairs Adviser to the Commander-in-Chief of U.S. Atlantic Command and NATO's Supreme Allied Commander Atlantic.
Consul Lane while in Cebu, led the delegation for a two week cruise aboard the CHARLES BERRY, debarking at Jolo at the end of the tour on March 2, 1963. The USS Charles Berry is the third ship of CLAUD JONES class destroyer escort. It was named after Corporal Charles Josephy Berry of the United States Marine Corps who died in action during the seizure of Iwo Jima during World War II. In its good will cruise to southern Philippines from September 24, 1060 to October 8, 1960, one of its visitors was former President Sergio Osmeña and the American Consul Mr. Robert. USS Charles Berry also had a brief stop in Subic. Consul Lane also served the United States Army from 1946 to 1947.
His almost four years of stay in Cebu strengthened the ties of the Philippine government to the United States. Lane participated in many civic, social, and charitable activities. He also looked after the welfare of the American communities in Cebu. Another American resident in the Philippines was also declared as adopted son of Cebu City by the Cebu City Council. His name was Earl Carroll, and the resolution was passed on September 20, 1965. Also that year, Mayor Laurence Struve of Salinas, California, U.S.A. who visited Cebu was also declared adopted son of Cebu City on April 26, 1965.
Consul Lyle Franklin Lane died on December 25, 2013.
