CEBU, Philippines — The Cebu City Transportation Office (CCTO) has resurrected its request to return the authority from the PNP the sketching report involving vehicular incidents, claiming that their personnel can respond faster.
CCTO Chief Andres Bayarcal told reporters Thursday morning that as the CCTO personnel tend to respond first during the vehicular accidents, it would be better if the PNP will turn over the sketching back to them to avoid heavy traffic.
Bayarcal, however, emphasized that the investigation should remain with the PNP.
“So ang insidente duol ra kaayo nila (CCTO personnel). So dali ra pag-respond. Whereas ug ang police mo-sketch, lack of PNP personnel man gud,” Bayarcal said,
Bayarcal emphasized that as the CCTO personnel have already experienced doing the sketching, it would be easier for the PNP to start the investigation if the CCTO will just immediately hand them the sketch report.
“Base sa atong eksperyensya, because we were there before nga ang mo-prepare sa sketch ang atong CCTO personnel, kay nag CCTO personnel naa raman gyud sila kanunay,” Bayarcal clarified.
Bayarcal narrated that vehicular accidents would block the flow of traffic, however, if the incident will be responded right away, the traffic flow can go back to normal faster.
“Mo-block man sa kalsada, nya gamay kaayo ang kalsada,” Bayarcal said.
He added that the CCTO is also open to be placed under a sketching training.
Former Cebu City Police Office (CCPO) Director Royina Garma, during her term, has taken back the authority of sketching from the CCTO.
CPO Officer-in-Charge Geovanie Maines refused to give any comment regarding the CCTO’s proposal. However, he assured that he will look into it. GAN (FREEMAN)
