CEBU, Philippines — To ensure continuity in local governance after the elections, Cebu City Mayor Tomas Osmeña has issued an executive order creating the Local Governance Transition Team (LGTT).
The issuance of the order is in compliance with the Department of the Interior and Local Government (DILG) issued Memorandum Circular No. 2019-39 dated March 13, 2019 enjoining all Local Chief Executives to create its LGTT.
“In view of the forthcoming 2019 midterm elections, it is imperative to prepare for an effective turnover of responsibility to ensure continuity in local governance,” read a portion of the order dated 8th of April.
Osmeña is the chairperson of the team while the vice chairperson is to be elected among the members.
The members include all department heads of the city, DILG city director, one representative from the CSO, NGO’s or POs who are members of the City Development Council.
The team shall ensure smooth local governance transition to the newly-elected or reelected local officials on June 30.
Thousands of Cebuanos will be voting their leaders on the May 13 elections.
Among the duties and functions of the team include the conduct of inventory for immovable properties like land, buildings, infrastructure facilities, and the improvement and machineries made immovable; and the movable properties like the vehicles, equipment, furniture, among others.
The team will also be responsible for the gathering, securing, and preserving all documents like the Governance Assessment Report of 2018, report of the Commission on Audit, contracts and loan agreements, the comprehensive development plan, organizational structure, executive orders, Full Disclosure Policy, among others. — GAN (FREEMAN)
