The Office of the Ombudsman yesterday ordered the filing of a P26-million graft charge against former Ilocos Sur governors Luis “Chavit” Singson and Deogracias Victor Savellano for the alleged misuse of public funds.

The victim, Nestor Segismundo, 39, one of the leaders of the defunct Save Ilocos Sur Alliance (SISA), was shot in the abdomen as he stepped out of his car. He was declared out of danger by doctors of the Metro Vigan Cooperative Hospital.

Senior Superintendent Mario Subagan, Ilocos Sur police director, said probers were still clueless on the motive behind the attempt on Segismundo’s life, adding that the victim has many enemies.
