Sa botong 13-0, ipinasa sa ikalawa at pangatlo pagbasa ang Committee Report No. 110 matapos sertipikahan ni Pangulong Arroyo na urgent ang kanyang panukala. Si Santiago ang chairman ng public works committee-subcommittee on billboard.
