Paggamit ng recyclable packaging materials

ISINUSULONG ni Sen. Jinggoy Ejercito Estrada ang Senate Bill No. 1975 (Use of recyclable or biodegradable materials for the packaging of consumer products).

Base sa impormasyon, 8-10 porsiyento ng kabuuang enerhiya (fuel, tubig, kahoy, metal at iba pang resources) na ginagamit sa paggawa ng bawat produkto ay ginugugol sa packaging nito. Malaking kasayangan ito dahil ang naturang packaging materials ay itinatapon na lang pagkatapos.

Samantala, sa pagsusuri sa mga basura sa katubigan at paligid ng Manila Bay na isinagawa ng iba’t ibang environmental group, plastic packaging ang pinakamaraming discards na nakita sa dagat. Umaabot sa 75.55% ng mga basura ay plastic, habang ang iba ay glass materials, metal, rubber at hazardous waste.

Ang non-recyclable/non-biodegradable packaging material discards laluna ang plastic (tulad ng mga sachet o balot ng sabon, shampoo, kape, kendi gayundin ang lalagyan ng bottled water) ay nagpapabara sa mga sewerage system, kanal at ilog.

Ayon kay Jinggoy, “In a world of depleting natural re­sources there is now a need to institute measures that    would bring about conservation and preservation of the country’s meager resources at all levels. One of the means to achieve this is to establish mechanisms for the use of recyclable and biodegradable materials particularly in the manufacturing process of consumer goods. Hence, this bill provides for the mandated use of biodegradable and recyclable materials in consumer product packaging.”

Alinsunod sa panukala, ang mga kompanyang gagamit ng recyclable/biodegradable materials sa packaging ng produkto ay pagkakalooban ng insentibong tax deduc-tibility privilege sa kanilang income tax. Ihahanda ng DENR ang implementing rules and regulations para sa hakbangin.
