Daing ng magsasaka: 2024 agri budget 'mas maliit' pa sa AFP, PNP pension
MANILA, Philippines — Iprinotesta ng mga progresibong grupo ang mungkahing bilyun-bilyong pensyon para sa mga retiradong sundalo't pulis para sa 2024 — 'di hamak na mas malaki kaysa sa nais ilaan sa Department of Agriculture (DA).
Ayon sa Kilusang Magbubukid ng Pilipinas, Huwebes, nakakadismayang inuuna ito kaysa pondohan ang lokal na agrikultura at produksyon ng bigas at pagkain sa bansa.
"Even the proposed budget for the pension of retired military and police personnel is a whooping P129.82 billion is actually higher than the proposed budget allocation for the Department of Agriculture pegged at P108.5 billion," ani KMP secretary general Ronnie Manalo.
"The entire proposed budget for military and uniformed personnel is at P164 billion. Mas malaki pa ang badyet para sa pension ng pulis at militar kumpara sa badyet para agrikultura. Maling-mali ang prayoridad ng gobyerno sa pagbabadyet."
Batay sa 2024 National Expenditure Program na inaprubahan ni Pangulong Ferdinand Marcos Jr., lumalabas na nasa P282.7 bilyon ang mungkahing ibigay sa defense sector. Sa ilalim nito inilalagay ang budget ng Armed Forces of the Philippines.
Iprinotesta ng KMP at human rights group na Karapatan sa labas ng Konggreso ngayong araw ang planong budget ng Department of National Defense (DND) ngayong kinakailangan daw paunlarin ang produksyon ng pagkain.
Matatandaang umakyat sa 5.3% ang inflation rate nitong Agosto dahil sa biglaang pagtaas ng presyo ng pagkain kasabay ng biglaang pagsipa sa presyo ng lokal na bigas sa merkado.
Kaugnay nito, nagpatupad si Bongbong ng P41/kilong price ceiling sa regular milled rice habang P45/kilo naman ang itinaya para sa well-milled rice.
Confidential funds nabusisi uli
Kinastigo rin ng grupo ang paglobo ng aniya'y "black budget" sa ilalim ni Marcos Jr. sa porma ng kontrobersyal na confidential at intelligence funds, ang malaki nito ay mapupunta sa Office of the President, Office of the Vice President at Department of Education (na nasa ilalim din ni VP Sara Duterte).
"We demand the abolition of the confidential and intelligence funds. Every peso from the national coffers should be utilized wisely and for the benefit of Filipinos," dagdag pa ni Manalo.
"Confidential and intelligence funds will not benefit rice farmers reeling from the high cost of production or small rice retailers who incurred heavy losses due to the rice price ceiling."
Kamakailan lang nang manawagan si Kabataan party-list Rep. Raoul Manuel na mailipat ang planong P150 milyong confidential funds ng DepEd patungo sa mental health programs ng mga estudyante sa gitna ng pagdami ng mga batang nagpapakamatay.
Una nang ipinagtanggol ni Duterte ang naturang confidential funds lalo na't "kadugtong" daw ng basic education ang national security.
Ayon sa Commission on Audit, tumutukoy ang confidential expenses sa gastusin para sa "surveillance activities in civilian government agencies that are intended to support the mandate or operations of the agency."
Kamakailan lang nang makastigo ang Office of the President matapos maglipat ng P221.42 milyong confidential funds nito sa OVP noong 2022, bagay na "unconstitutional" daw ni dating Senate President Franklin Drilon.
Pero paliwanag ng Office of the Executive Secretary, napunta ito para sa pagpapatayo ng panibagong satellite offices.
