Cashless Purchase Card ipagagamit sa ilang gov't agencies

MANILA, Philippines – Sa patuloy na kampanya kontra korapsyon, inilunsad ngayong Miyerkules ang Cashless Purchase Card (CPC) program kung saan hindi na kinakailangan pang gumamit ng cash o ng mga tseke sa transaksyon ng mga ahensya ng gobyerno.

Sinabi ng Pangulong Benigno Aquino III na parang credit card ang CPC na gagamitin sa pagbabayad, isang paraang pinaniniwalaan upang hindi maibulsa ang pera.

"Cashless purchase cards will be issued to agencies, for low-value payments of a restricted number and type of goods and services. They will resemble ordinary credit cards, but will have additional restrictions more suited to the needs of government," sabi ni Aquino sa kanyang talumpati sa  Good Governance Summit sa Philippine International Convention Center (PICC).

Layunin ng programa na maging 100 percent checkless at 80 percent cashless ang pagbili ng mga pangangailangan ng bawat ahensya ng gobyerno bago matapos ang taon.

Sinabi pa ni Aquino na madaling gamitin ang CPC lalo sa oras ng pangangailangan at sa kabilang banda ay madali ring malalaman kung inaabuso ang card.

"So, in the future, a government director in a far-flung province need not go through lengthy processes, if money is needed for minor construction to repair their office," paliwanag ni Aquino.

 "The cashless purchase cards will allow them to procure the necessary materials immediately—and, given that accounting for transactions is automatically done, suspicious use of the card can be tracked easily."

Naniniwala si Department of Budget and Management Undersecretary at chief information officer Richard Moya na magiging transparent at mabilis ang liquidation ng mga ginastang pera.

"The bureaucracy’s dependence on petty cash and checks for various official purchases has unfortunately made many of our financial transactions prone to abuse and corruption. The Cashless Purchase Card will strike at the root of these irregularities by allowing government to enter into transactions through purely electronic means, and within a system that’s updated in real-time, easy to monitor, and completely trackable," pahayag ni Moya.

Ilan sa mga susubok ng CPC ngayong unang tatlong buwan ng taon ay ang DBM, Armed Forces of the Philippines at Department of National Defense.

"A limited number of cards will be distributed to these agencies, with allowable purchases likewise limited to medical supplies, meals, the transportation of official documents, airline tickets and construction supplies for minor repairs."
