MANILA, Philippines - Despite the recent controversy on the procurement of firearms, the Philippine National Police (PNP)’s efforts to reform the organization into capable, credible and efficient organization police force got high marks at the recent Performance Governance System (PGS) revalida conducted by the Institute for Solidarity in Asia (ISA).
The PNP took its second Trailblazer Award from ISA during the September 2012 Public Governance Forum held recently at the Philippine International Convention Center in Pasay City.
The PNP also moved up from Compliant to Proficient level in the revalida.
PNP chief Director General Nicanor Bartolome received the award and vowed to continue the effort to lift the standards of competence and capability of the organization.
“Imploring the aid of the Almighty, by 2030, we shall be a highly capable and effective and credible police service, working in partnership with a responsive community towards the attainment of a safer place to live, work and do business,” Bartolome said. “The bigger challenge for the PNP is to restore the citizen’s trust and confidence.”
Bartolome presented the performance progress report on the PNP Patrol Plan 2030 – “Our Peace and Order Agenda for Transformation and Upholding of the Rule-Of-Law” to reform the organization.
“With the PNP Patrol Plan 2030, we have ensured transparency, accountability, active participation and consensus-building in our law enforcement work, thereby transforming the organizational mindset from the traditional reactive perspective to a more proactive and strategic process,” Bartolome said, detailing the transparency and accountability mechanisms of the PNP to ensure the sustainability of the transformation program.
The PNP chief emphasized the need for the support of the PNP’s 148,000 personnel to improve the police organization, thus initiatives were also included to groom the next line of leaders, who will eventually take over the mantle of sustaining the implementation of the transformation strategy.
He noted that the PNP has created the Center for Police Strategy Management (CPSM) to provide guidance and coordination and ensure proper management and monitoring of the agency scorecard, periodic reviews and evaluation.
“The CPSM will make the necessary adjustments and amendments to the strategy with the support of the PNP leadership and the National Advisory Group for Police Transformation and Development and the technical working group,” he added.
NAGPTD, composed of representatives from various sectors, provides the PNP much-needed external perspectives and guidance on key issues and concerns and acts as channel for networks to help the PNP find solutions to pressing issues.
Bartolome also discussed the emerging best practices that the organization has achieved in the administrative and operational aspects of law enforcement work, which includes the partnership and the alignment of the PNP with different local government units, in particular to those undergoing PGS.
“Participants now have a deeper understanding of how their roles and accomplishments contribute to the overall performance of the PNP,” Bartolome noted.
Aside from the PNP, other government agencies which participated in the PGS forum were the Philippine Military Academy, Bais City, Balanga City, Dipolog City and Tagbilaran City. They also discussed their respective performance reports and public revalida in connection with the application of PGS in their respective areas of responsibility.
