Memo kay DFA Sec. Albert del Rosario

Secretary Del Rosario, nabasa ko po ang article mo sa Philippine Star noong Marso 7 na may pamagat na “Philippine Foreign Policy today.” Ako’y nababahala dahil ang sinasabi mong foreign policy “today” ay actually “yesterday” na kung ang pag-uusapan ay ang hierarchy of priority concerns ng DFA.

 Bagama’t tama ka na tatlo ang pillars ng ating foreign policy: 1). Promoting national security; 2.) Economic diplomacy; at 3.) Protecting the rights and welfare of Filipinos overseas, ang Section 27 ng Migrant Workers’ Act of 1995, ay maliwanag na nag-uutos na ang “top priority concern of the Secretary of Foreign Affairs and the Philippine Foreign Service is the protection and welfare of Filipinos overseas.”

 Kaya mali po ang sinabi mo na ang “bedrock” ng Philippine Foreign Policy ay promoting national security na nakatuon sa ASEAN. Ang bedrock po today ng Philippine foreign policy ay OFWs na. Bagama’t importante rin naman ang furtherance of national security, hindi po naman yan day to day concern ng DFA dahil it usually involves a long and careful intelligence gathering and analysis of national security risks to the Philippines by our embassies overseas.

 Hindi naman lahat ng bansa na mayroon tayong mga embahada ay maituring na national security risk sa Pilipinas tulad ng Brazil, Palau at marami pang iba. Kaya walang maraming trabaho ang mga embahada natin roon sa larangan ng national security.

 Hindi rin naman day to day urgency ang economic diplomacy. Hindi tulad ng larangan ng protection of overseas Filipinos na bawat minuto ay may sinasalbaheng OFW. Mayroong binubugbog, di binabayaran ng sahod, ginagahasa, etc. Kaya Sir, ipinag-uutos po ng batas na OFWs ang top priority concern mo. Don’t commit the mistake of Alberto Romulo na kung anu-ano ang inatupag tulad ng non-proliferation of nuclear arms, law of the sea, etc.

Walang infrastructure na ipinamana sa iyo si Romulo para sa protection and welfare of OFWs, kaya ka po nangapa sa pagtulong sa OFWs sa Libya. Pati ang state visit ninyo ni P-Noy sa Indonesia at Singapore ay tila hilaw. Ang main agenda kasi ng meeting ni P-Noy at Susilo ng Indonesia ay “fighting transnational crimes” sa halip na ang 8,000 OFWs doon.

Dapat main agenda ang pasasalamat ni P-Noy sa Indonesians for hosting the OFWs and entrusting them to the care of Susilo as the OFWs surrogate father, President and protector.
