From traffic violations, the Metropolitan Manila Development Authority is expanding the coverage of its no-contact apprehension policy or NCAP to littering.
MMDA general manager Nicolas Torre III said closed-circuit television cameras can detect improper waste disposal along EDSA and other roads where NCAP is implemented.
AI-enabled CCTVs will also monitor littering along creeks. Video grabs of violators will be sent to barangays to help identify the litterbugs, according to Torre, who plans to begin the campaign this week.
Garbage has been blamed for clogging drainage and exacerbating flooding in Metro Manila. The MMDA reportedly collects about 7,000 tons of garbage annually from creeks alone.
All local government units have ordinances against littering, but these are rarely enforced. Along Metro Manila roads, littering is common among drivers and commuters alike. Any effort to stop people from tossing used tissue paper, candy wrappers and other garbage out the window of motor vehicles is a welcome development.
Enforcement, however, could prove challenging. Identification of offenders, even with the use of artificial intelligence and CCTVs, would be complicated, particularly in the case of those who think creeks and waterways are public dumps. And especially if the offenders are the barangay officials themselves who are supposed to help the MMDA identify the litterbugs caught through NCAP.
Still, the MMDA apparently thinks even a few apprehensions may instill fear and promote compliance with anti-littering ordinances.
This campaign can be complemented by intensified efforts by the barangays and local government units to enforce the anti-littering ordinances. LGUs can also encourage cleanliness by providing garbage receptacles at strategic spots in public places and ensuring the regular and efficient collection of trash.
At the same time, other sectors can be tapped to support the initiative. Cleanliness campaigns work best with the support of the community. Beyond fear of getting caught for littering, people should see the benefits of living in a sanitary environment, and voluntarily do their part to maintain clean surroundings.
