Reposting here the comments of Hiroshi Miyazaki because they resonate with those concerned whether the Cebu City CLUP/ZO included the people to be affected by the proposed plans or not.
Hiroshi Miyazaki is “a Japanese video game music composer/sound designer/musician (sometimes referred to as Matsuri Wakasugi/Miyashiro Sugito/Hiromiyazaki/or simply MIYA), best known for his work on Tecmo video games (Captain Tsubasa series for the Super Famicom), music for the Monster Rancher/Deception series and Soumatou (known in North America as Deception III: Dark Delusion).”
Highlights of his comments:
“If I’m going to be retiring from filmmaking, I’d like to devote my time to more important matters.
“Entertaining a group of people is no better or worse than entertaining just one person and making that individual happy. For example—this happened the other day—I have this funny-looking little three-wheeled red car which I use for my daily commute.
“(While parked downstairs), a small child stopped in his tracks, staring open-mouthed, his eyes popping out with amazement. Eventually, the boy drew closer and closer, little by little, and, extended his hand as if to touch it.
“My car is a handmade English model, with this bare Italian motorcycle engine sticking out in front. I worried that he might burn his hand by touching it so I said something really inane like “Don’t touch it—that’s hot” or something automatic like that.
“So the boy gave up, left with his mother.
“Later on, I really started to regret what I’d done. Sure, I was busy/pressed for time, but I really should have invited the little boy/his mother to go for a ride in the car.
“I could have given that boy a fantastic experience, one which would have lived forever in the fuzzy childhood memories of a five-year-old.
“When I talk about devoting my time to more important matters, that’s the kind of thing I’m talking about. A personal experience like that is more meaningful than any film.
“Someday, maybe for some other small child, next time I’d like to give him a ride.”
What he valued was an experience that "linger in someone's heart".
It could be a deeper memory than a movie: "To draw a human being" is to draw a life.”
To draw/map CLUP/ZO is to draw/map plans that will affect lives.
Pagtambayayong”s Bimbo Fernandez asked this vital question: “Do you have data about who, how many people, in what communities will be affected by the proposed CLUP/ZO?”
City Planning and Development Office Yumi Espina answered yes.
However, there were no statistics, data, or maps showing people/population/families, who they were, how many, in what communities included in the two proposed plans.
With the proposed CCLEX extension, a number of families will be affected, said Espina.
However, similarly, no data was presented during their CLUP/ZO oral defense or in the printed plans about who these residents/families are, how many, and in what communities.
The Apas residents observed the proposed CPDO CLUP/ZO map didn’t include their already-approved socialized housing sites.
Was the promised inclusion of their socialized housing site included in the approved CLUP/ZO?
How many more, who, in what other communities, including what natural resources, will be affected with the proposed CLUP/ZO changes/plans for forest communities, in agricultural areas, in commercial areas, in waterfront/tourism/other designated areas within Cebu City?
Did the CPDO/Cebu City Council/Nestor Archival not consider that it was meaningful, very important for the affected sectors to be allowed to “take a ride (like the child mentioned by Miyazaki), “to join the consultation, planning, decision-making of the CLUP/ZO” that would impact/change their lives, that would affect the forests/seas/land/resources they were also entitled to as Cebu City residents?
Perhaps, now, before the approved CLUP/ZO takes effect three months after its publication?
