Boy Scouts of the Philippines-Cebu Council
The BSP Cebu Council was granted its charter on December 31, 1946. Its first Chairman was Dr. Pedro G. Guiang (1947-1956), the School Division Superintendent of Cebu (DepEd was called then as Department of Instruction, its even earlier name was Department of Instruction and Information).
The next chairman was Ramon Nolasco (1956-1957) and paired by Pedro Cortes Son as Executive Scout (acting as administrator). Scout Son was admitted to the Bar on April 7, 1953, he was later appointed as judge and taught in the CSJR/USJR College of Law for decades.
For a year, its chairman was Candido H. Sugatan and Edmundo Velasco as Executive Scout. Don Gil Garcia, a renowned business and community leader, took the helm of the council from 1958 to 1965. In his honor the Cebu City Council renamed “Verbena Street” as Don Gil Garcia Street on August 26, 1968.
From 1965-1966, Jose Moran became its chairman then in 1966 Atty. Raymundo A. Crystal of San Nicolas, Cebu City (admitted to the Bar on April 4, 1949 and founder of the Cebu City National Science High School) served as the indefatigable chairman up to 1971. Then Engr. Eulogio Enriquez Borres (UP), also Cebu City mayor, served as its chairman up to 1978. In 1978, General Zosimo L. Angan became its chairman.
In 1982, Eduardo L. Gullas (Cebu governor at that time and admitted to the Bar on March 8, 1957) served as its chairman until 1986. In 1986, Atty. Augusto W. Go, who was appointed after the EDSA Revolution as Cebu City councilor and vice mayor became its chairman. Attorney Go, son of Don Manuel Gotianuy, was admitted to the Bar on Mach 5, 1962. It was he who spearheaded together with the Gothong Family in the purchase and donation of the former CIT campus to what is now known as the Gothong National High School.
Then a great scout took over, leading the council for decades, his name was Hernando Streegan (he was the executive scout of Don Gil Garcia in 1958 and in 2008 he was awarded by the BSP National Council as Outstanding Chairman), also president of Rhine Marketing, steered the council into greater heights. It was during his term that the council to its present headquarters. Scout Streegan died on December 25, 2017.
In 2015, a well-known Cebuano lawyer, Joseph M. Baduel (admitted to the Bar on March 17, 1967 and son of Atty. Mirardo Gacrama Baduel and Dr. Concesa Milan Baduel) was chosen as its chairman. In 2018, Atty. Manuel P. Legaspi (admitted to the Bar on June 9, 1975 and served as Cebu City councilor) was elected chairman.
