Is tradition a law?

WETTING DAY. It has become a tradition in San Juan City to celebrate St. John the Baptist's feast day by allowing everyone to go on splashing water on everyone else the whole day. A Boholano who got a wetting experience in San Juan last June 24th would like to know if there is a law, let alone a constitutional approval, for anyone to splash water on anyone else, on the feast day of the city's patron saint.

TRADITION. The Boholano, who got drenched to the bone, so to speak, said he was advised by a city police officer, not to complain because it is the city's fiesta tradition. “Is a religious tradition tantamount to law?” he asked an Ear informer.
