The Abellana High School and its budget in 1946
The Abellana High School became the Cebu City High School when the Provincial High School was transferred in Argao in 1945. The Cebu City High School was renamed in honor of Governor Hilario Abellana.
Gov. Abellana was executed on the grounds of U.P. Cebu on January 15, 1945. His remains were never found despite the offer of a P5,000-reward to anyone who could find the remains. This was by virtue of Republic Act 334 enacted on June 20, 1948.
The Abellana High School became the Cebu City High School, meaning maintained by the Cebu City government. On October 18, 1946 the Municipal Board of the City of Cebu appropriated funds for its operation.
Abellana prior to his election as governor of Cebu in 1940, as he replaced Gov. Buenaventura Rodriguez (B. Rodriguez fronting Vicente Sotto Hospital is named after him) who died on the eve of the election also served the then Municipality of Cebu as its president (today's equivalent to the position of Mayor).
Cebu City Ordinance No. 30 appropriated funds for the operation of the Abellana High School for the expenses starting July 1, 1946 to June 30, 1947.
The salary for the Principal was P2,400, eighteen teachers were given the salary of P1,500 per month while there ninety eight teachers were given the salary of P1,200 per month. The school also had one property clerk, ten janitors with salary of P600 every month and four watchmen also at P600 pesos for every month.
At that time the school had to pay a rent for school grounds near Capitol, the amount was P5,000 pesos. The electricity expenses was P500 pesos.
The City Council also gave the amount of Twenty Thousand Pesos for the purpose of the construction of temporary buildings. The Library was given One Thousand Pesos to be used for its equipment. Since Abellana High School (on June 22, 1957 Abellana was converted into a national high school) was a vocational school, which it is still, appropriated the amount of Two Thousand Pesos for its Vocational Course Equipment and the for its Shop Equipment the amount of Three Thousand Pesos.
The total amount appropriated by the Cebu City Government for the operations of Abellana High School in 1946 was Two Hundred Five Thousand and Six Hundred Forty Pesos (P205,640 pesos).
The President of the Municipal Board at that time was Marcos M. Morelos, the President was the Presiding Officer of the Board. The President Pro-Tempore was Councilor Catalina Solidum Ybanez.
Catalina Solidum Ybanez was the First Lady Lawyer of Aklan (she was admitted to the Bar on December 14, 1929). She married Cebuano lawyer and judge, Filomeno Barcenilla Ybanez.
The Secretary to the Mayor at that time was Artemio A. Mendoza who was a lawyer he was admitted to the Bar on December 24, 1938. It was the custom for decades before the 1970's that Secretary's to the Mayor were lawyers.
The ordinance was approved by Cebu City Mayor Vicente S. del Rosario on October 24, 1946. Vicente became a lawyer on December 5, 1931. His father the legendary war hero and general from Imus, Cavite, Gen. Pantaleon del Rosario. Pantaleon after the war against America became a lawyer.
Pantaleon married Ceferina Llamas who was the daughter of Amadeo Llamas and Gracia Abellana. The sister of Vicente, by the name of Corazon (they were five siblings, but only Vicente and Corazon survived maturity) married Jose Reyes, also a lawyer.
Vicente married Ceferina Urquiaga, who holds the title as the First Woman Councilor of Cebu City. Vicente and Ceferina had eight children: Pantaleon (named after his grandfather), Linda, Rodolfo, Manuel, Raul, Arturo, Corazon and Carlos. Mayor Vicente was born on May 8, 1905 and died on May 9, 1987.
The mother of Gen. Pantaleon Villegas (his father's name was Bernardo Stuart, but he carried the family of his mother) by the name of Dalmacia del Rosario was the younger sister of the first wife of President Emilio Aguinaldo, her name was Hilaria del Rosario.
