Wearing life jackets on a clear day

LIFE. Passengers of ferries are now required to put on life jackets to the consternation of a handful who were heard complaining that the coverings are unwashed and therefore dirty.
POLICY. That was then but now almost all are pleased with the Coast Guard's new policy.
DIRTY. "I'll wear a life jacket even on a clear day. Better dirty than dead," said a passenger.
