Balamban, Cebu
Balamban, Cebu was founded in 1857. The town's first administrator was a Spaniard named Ciriaco Gutierrez, who was succeeded by Teniente Emilio Lopez. The first Filipino to be appointed as Balamban's chief executive was Capitan Macario Montejo.
The following served as Capitanes of Balamban, Cebu: Fermin Ricafort, Roberto Legaspino, Esteban Sanchez, Casimiro Rondez, Agustin Daugdaug, Francisco Dalugdug, Ulpiano Bacaron, Juan Gonzalez, Primo Gonzalez, Francisco Nunez, Domingo Jaranilla, and Pascual Narvios.
When the title of the town's chief executive was changed to municipal president when the Americans arrived in the country to replace the Spaniards as colonizers in 1898, the following were appointed and elected: Sixto Milan, Simeon Pilapil, Casimiro Rondez, Filomeno Narvios, Dominador Sanchez, Simeon Paulin, Melquiades Gonzalez, and Felipe Pilapil.
When the position of chief executive was changed from municipal president to mayor, the following were elected: Santos L. Migallos, Eufracio Yntig, Dominador Sanchez, Rizalina A. Migallos (she later became Chief Executive of the Girl Scout Council of Cebu and Board Member of the Province of Cebu, Exuperanza Binghay, she was succeeded by Alex S. Binghay who was Vice Mayor from 1972 to 1986. Alex Binghay became Mayor from 1988, then elected from 2001 to 2010. Mayor Alex after serving three terms ran in 2010 as board member of the 3rd District of Cebu of which Balamban belongs.
The son of Mayor Alex, whose name is Ace Stefan V. Binghay, succeeded the former as mayor of Balamban, while the wife of Mayor Alex, Rosario V. Binghay serves as the vice mayor of Balamban.
Balamban who became one of the strongholds of the Cebuano revolt against Spain in 1898, had the following as Parish Priests: Reverend Father Luis, Toribio Padilla, Benito Ramiro, Mariano Sarmiento, Inocentes Pilapil, Francisco Blanco, Ismael Paras, Gregorio Reynes, Tomas Borces, Leonardo Arriba, Jose Alojipan, Luis Ybanez, and Isidro Ullamot.
Fr. Toribio Padilla also known as Fr. Bio was the most famous of all those who served as parish priest of Balamban, Cebu. The barangay and street in Cebu City is named after him. Fr. Toribio Padilla who was ordained priest by Bishop Romualdo Jimeno also spelled as Ximeno on September 22, 1855 became Parish Priest of the Cebu Metropolitan Cathedral in1873. He was arrested by Spanish Authorities of Cebu led by Governor Montero as Father Padilla refused to leave the parish as they were ordered to take cover at the Fort San Pedro when the Cebuanos staged the uprising. Fr. Toribio was stripped of his priesthood, however when the Americans came he was restored.
Fr. Toribio is a relative of Capitan Candido Padilla, a martyr of the Battle of Tres de Abril in 1898. The street that crosses C. Padilla St. and formerly named as Fatima Street in Brgy. Duljo Fatima now called as Rustico Padilla is named after the grandfather of Board Member Grizelda Sanchez. The mother of Board Member Sanchez is a Padilla. Rustico, father of the mother of BM Sanchez was the son KKK Leader of Cebu, Candido Padilla.
In 1965, the following were the officials of Balamban: Mayor: Exuperanza Binghay, Vice Mayor: Socrates Y. Gonzales, Municipal Secretary: Manuel B. Villaflor, Judge: Dionisio U. Flores (admitted to the Bar on March 9, 1957), Treasurer: Teopisto Demetria, Chief of Police: Nicolas Baron, Health Officer: Dr. Vivencio Lopez, Postmaster: Dra. Maxima Dumdum (a pride of Balamban is Atty. Simeon P. Dumdum Jr. who was born on March 7, 1948, who became a lawyer on April 30, 1977, a multi awarded writer and poet, he also served as Regional Trial Court Judge, who also earned accolades from the Supreme Court for his excellence in decision making).
