Liloan, Cebu 1967 elections
In the local elections held on November 14, 1967, the candidates for mayor in the town were former mayors. Catalino Noval (mayor from 1941 to 1945), the incumbent mayor who succeeded Mayor Lazaro Ramas (who was mayor from 1928 to 1937, then from 1937 to 1938, 1959 to 1965, was a lawyer, admitted to the Bar on January 25, 1952) who died in 1965. Noval's fellow aspirant for mayor was Atty. Fabian Cañete (who was the town's chief executive in 1951, admitted to the Bar on January 25, 1952)
The third aspirant was Teofilo Ponce (also a former mayor), an NP-Independent. Noval was the Nacionalista Party's candidate while Atty. Cañete was with the Liberal Party. There were 20 precincts with Barangay Tayud the biggest in number of voters (900 registered voters).
Emerging as winner in the 1967 elections was Teofilo Ponce. He served until 1971. Ponce was able to get the votes of Ponce's Nacionalista Party (Ponce and Noval were relatives).
Ponce was a guerilla during the Second World War. He was a survivor of the maltreatment of the Japanese. On September 3, 1944 Ponce was arrested by the undercover agents of the Japanese Imperial Army. Ponce along with Tereso Saso were arrested in Barangay Cabadiangan, Liloan. They were later brought to Tamiao, Liloan were other residents were arrested, namely, Francisco, Evaristo, Epifanio, and Victorio Magdadaro. They were tortured and made to suffer as the captors were looking for Gov. Hilario Abellana. They survived but on that same day Francisco Magdadaro was shot to death by the Japanese undercover agents.
The Filipino sympathizer, who arrested Teofilo Ponce and the other residents of Liloan, was convicted in the lower court and its conviction was affirmed by the Supreme Court on December 22, 1948 and sentenced to imprisonment of Reclusion Perpetua.
During the Japanese occupation of Liloan, Cebu the town had three mayors: Catalino Noval who was elected in 1941, Pascual Delgado who was appointed by the Japanese and the third mayor was Jose Cañete of the guerillas.
Atty. Lazaro Ramas who would have sought for reelection had he not died in 1965 had the following officials under him:
Catalino Noval, his Vice Mayor who succeeded him, Sotero Seno, the Municipal Secretary, the town's judge was Alberto B. Fernandez (admitted to the Bar on January 25, 1952 and was from Bantayan, Cebu). Inocentes Austre was Municipal Treasurer and Dr. Felipe Vista, Jr. as Health Officer.
The councilors were Serafin Goc-ong, Braulio Balverde, Aspren Aligno, Isabelo Ramos, Florentino Pepito and Rafael Tagalog.
Others who served as the town's chief executive were Antonio Villamor, Alberto Yungco, Esteban Canete, Francisco Cabahug, Jacinto Canete, Hipolito Canete, Custodio Mendoza, Blas Cabatingan, Sotero Cabatingan, Marcelo Pilapil, Jose Cabatingan, Cirilo Ramas, Cipriano Jumapao, Florentino Pilapil, Santiago Noval, Jorge Pitogo, Cesar Bugtai and Atty. Achilles R. Canete, from 1986 to 1988, then from 1988 to 1992 (admitted to the Bar on June 6, 1973), Panphil Frasco from 1992 to 2001, Maria Sevilla from 2001 to 2007.
