Cesar A. Kintanar Sr. of Argao, Cebu
The University of the Philippines College of Law Class 1927 produced a first placer in the Bar examinations, the member of the class was from Argao, Cebu named CESAR A. KINTANAR. Cesar was the son of Felipe Kintanar and Aquilina Abear.
Cesar's father, Felipe, was Teniente Primero or what is known today as Vice Mayor of Mariano Abear, the municipal president of Argao, Cebu from 1917 to 1920.
Cesar married Cresenciana Espina, daughter of Doña Gilverta Sanchez de Espina (who was the daughter of Roque Enrique Sanchez and Micaela Miranda) the wife of Don Vicente Espina. The brother of Cresenciana, with the name of Victor Espina became municipal president of Argao, Cebu.
Cesar was schooled in Argao for his elementary education and went to the Junior College of the University of the Philippines of Cebu for his Preparatory Law Course, then to the University of the Philippines in Manila for his law degree.
In 1927 he topped the Bar examinations with the grade of 87.7 percent and was formally admitted to the Bar on January 3, 1928. He taught at the Visayan Institute now the University of the Visayas. He also became editor of the publication "PROGRESS."
Cesar who was born on April 24, 1902 in Argao, Cebu became Assistant Fiscal of Cebu, then Judge of the Court of First Instance of Negros Occidental. Cesar was also elected delegate of the 1934 Constitutional Convention. The co-delegate of Cesar in the district was Casiano Carin, also a lawyer who comes from Dalaguete. Cesar before was elected as delegate of the 1934 Constitutional Convention also served as vice president of Argao, he was succeeded by Pedro Villamor Ceballos. Ceballos was succeeded by Jose A. Lucero.
A decade before Cesar Kintanar topped the Bar examinations, another Cebuano, also a graduate of the University of the Philippines, Paulino Arandia Gullas (Founder of the newspaper, The Freeman) topped (1st Place) the 1916 Bar Examinations with the grade of 93 percent. Another Cebuano who topped (3rd) in the Bar Examinations was Pablo Paras Garcia, a graduate of the University of San Carlos) he got 91.5 percent in the 1951 examinations. The son of Pablo, Pablo John Garcia, a graduate of the University of the Philippines also topped (4th place), with a grade of 86.5 percent during the 1994 Bar Examinations.
Cesar's father Felipe was the brother of Congressman Agustin Kintanar who was also a top caliber lawyer during his time. Agustin was admitted to the bar a year after Paulino Gullas (his younger brother, Vicente, also became a lawyer) topped the bar examinations in 1916.
There are many Kintanar's from Argao, Cebu who passed the Bar examinations. They were (aside from Agustin and Cesar): Benjamin Kintanar (admitted to the Bar on January 26, 1952), Consorcio Kintanar (admitted, January 21, 1955), Filomeno Kintanar (admitted, June 7, 1946), Isidro Kintanar (admitted, June 7, 1946), Lilia Kintanar (admitted, February 23, 1962), Luis M. Kintanar (admitted, January 18, 1954), Mariano Kintanar (admitted, March 4, 1968), Martin Kintanar (March 28, 1949), Simeon Kintanar, who was elected Congressman of the 2nd District of Cebu in 1998 (March 7, 1960) and Teodorico Kintanar (admitted, March 17, 1966).
