Not just a street CEBUPEDIA

CEBUPEDIA - Clarence Paul Oaminal - The Freeman

It is a main thoroughfare in Talisay City, situated in Barangay Poblacion of the city. It passes through where the town hall (converted as Talisay City College) and the Talisay Parish Church (Santa Teresa de Avila) is located.

The street is named after Vicente Hermosa Garces, the town mayor of Talisay. Vicente or fondly called as Nyor Inting was born on December 18, 1887 son of Spouses Agapito Garces and Teodora Hermosa. The Garceses are one of the families of the district of Parian. Vicente migrated to Talisay and settled there.

He married Resureccion "Eccion" Bangoy, a Boholano. Vicente was 18 years old, while Eccion was 16 years old when they married. The couple were blessed with 13 children, namely: Pilar, Mariano, Alfreda, Agapito, Sincletica, Asteria, Jesusa, Virginio, Clarita, Resureccion, Teodora, Vicente, and Jose, who died as an infant.

He became part of the pool of writers of the Visayan newspaper of Don Vicente Rama, BAG-ONG KUSOG. Among the many literary creations of Nyor Inting were "Mahinuklogong Paglubong ni Alicia," "Kaniya gibuhat ang iyang nabuhat," May Katarongan Kang Imo Akong Hikalimtan." He wrote under the pen name, Kampisaw, named after a bird.

Vicente became the leader of the local party, Partido Democrata in Talisay. It was the party of Don Vicente Rama and Don Vicente Sotto, both colleagues of Garces in journalism. Talisay used to be part of the third district of Cebu, Don Vicente Rama was elected representative to the national assembly in 1925. It was also the same year that Vicente H. Garces ran for election as Talisay Town Mayor. He was Talisay Town Mayor from 1925 until 1931.

In 1928, Don Vicente Rama was defeated by Maximino Noel as the district representative. In the following elections, Rama reclaimed the congressional seat.

VH Garces, studied at the Colegio de San Carlos (now University of San Carlos), then pursued law at the Lyceum de Manila. He grew up in Parian, Cebu City with his elder brother, Filomeno but later transferred to Talisay to settle permanently. A huge house with vast lawn in Poblacion still stands and is called the "Garces ancestral house"

He founded and became the first president of the literary group called DILANG BISAYA (DILBIS) in 1963. An organization formed to promote and advance Cebuano language in arts and literature.

The others who became mayors of Talisay were Ignacio Cabrera, Santos Abarguez, Rafael Rabaya, Benoni Cabrera, Castor La Rosa, Narciso Canton, Panfilo Canton, and Fidel Bas.

Nyor Inting, the mayor, writer, and poet died on September 5, 1971 at the age of 83.
