DOWN BUT NOT OUT. A local politician who lost in the recent election has been seen frequenting one of the top government buildings in the province. The politician's hangout is one of the offices assigned to a known benefactor.

FREE LUNCH. But the politician's frequenting the office is also eating up the local legislative body's budget for meals because the defeated aspirant also joins in caucuses where lunch is served, even if he is not part of the governing body or any decision-making.
